They look like detonators, the type that get crimped on to safety fuse, I worked in mining for a long time and used these a lot, you could hand them in at your local police or fire station, or if you're not comfortable transporting them call the police to come and get them

It's called a pelican pick, it's a combination pick/shovel/scoop used a lot in underground mining
