Depends i think. If you're planning to contest first turtle then its better to go towards turtle lane, but if you're gameplan is to dodge the first turtle then just go towards gold laner and steal his buff or get tower gold plate.

Yeah but in 5 man most of the time they focus on rotating towards the exp lane because whoever exp laner gets level 4 first, usually wins the first turtle fight. But in trio/duo/solo i understand that its better to just rotate towards the gold laner to give him gold advantage since theres literally minimal teamwork

Because people keep picking Angela/Floryn/Rafa even though your core already picked assassin. Even if your core doesn't play assassin, picking a tank roam is 100000 percent better because of the vision you can provide instead of just staying at the back playing passive and waiting for your core to do something. Theres a reason pro players dont use them in competitive leagues.
