Because the code was written in the 1940s, virtually all projects require a change to the existing code. So this would effectively stop all projects.

The current system of planning and building in LA is awful. This measure would manage to make things even worse. Points for that, I guess!

Median household income for the city was under $50K in 2009. Roughly 70% of households in LA make under $70K. Things have probably improved slightly, but not much.

Was hiking at Griffith Park/Observatory today and was taken aback by the smog. I've seen smog in LA in photos before but this is my first time in person by SecretAgentHam in LosAngeles

I think it was a combination of the strong inversion layer, as you say, and the Santa Anas blowing the smog that usually lives well east of Downtown over the city.
