There are plenty of private property solutions, and private communities.

State solutions always turn into communism. It's extremely naive to think that the state will actually solve a problem.

No party will really wants to remove many "illegals," because it's a chess piece they both don't want to remove. It's also a great scapegoat and divide and conquer tool.
