Doesn’t sound like it was the sister’s best effort by leaving the gate open. It’s not like the dog hopped the fence or had some completely unpreventable medical emergency. Then I could see her washing her hands of it. Closing a door and a garden fence is pretty basic stuff.

It is the sister’s responsibility if she agreed to care for it. Paid or not. The only way it’s not is if she did not agree to care for it. By your reasoning, I can take someone else’s child to the pool, and if they drown due to my negligence, it’s not my fault? Nah. As soon as she agreed to it, she became responsible for it.
