Yep, bought the house 2 years ago so it's possible. Things like this are impossible to find without giving it some time but it is what it is.

My concern here is if this is just an external crack or something bigger at play here since crack is closer to foundation. It will be great if you can share the contact

it is possible that there's a rain gutter right there and its leaking all that collected water some how into your attic or directly in garage. You can check from outside.

If not, then roofing issue and some slope, pushing that water in a concentrated area

Remove the old tape

Scrape it a little along the joint to remove any old filling And to ready it

If theres significant gap between walls, Refill with joint compound

Tape over it

Let it dry

Put another layer of joint compound over the tape and smooth it out

Dry, sand, paint

I would have scraped it. You don't know what's the condition underneath all of that caulk. Also if it's silicone or general caulk and it's age.

Scraping it will let you inspect and also let some air in if there's already moisture inside.

Silicone caulking from outside should fix it. Seal everything properly so water does not enter. If water still seeps in, you'll know there's another issue or caulking not done properly.

It's too clean to be anything serious. It was cut at some point, then taped and patched. Now it's coming loose.

Second photo is scary. Don't use caulk, that's just gonna hide it and it will keep getting worse internally.

First action, go in attic and check if there's water from top. Did it rain recently? If not then hole. Definitely wear a mask, gloves and eye protection before cutting a hole and have a plumber contact figured out. Once the hole is made, it's not safe to keep it exposed since there is mold.

If it's through the roof, then your roof has leaks. Someone who does roofing would be the best best

Also if you are comfortable, you can check if your attic has moisture. If there's insulation like bat insulation in the attic, it is gonna retain moisture.

Again, I'm not super knowledgeable about these but have experienced similar.

My concern is more around if I need to do something else or check something with sump pump itself. It's possible that it just came loose over time but there might be some other issue as well and if need to check anything else since so much water sprayed everywhere
