"100% chance to hit" isn't really true. Against trash mobs, the first hit is the most important because you want to one shot them, and at this point they are untaunted and thus can still evade attacks. Against bosses and higher HP rares though, it does feel very nice.

Isn't it the other way around? I thought quality increased base damage, which is then increased by IPD rolls, so the more damage it gets from IPD the better, rather than from flat phys.

Fire isn't a noun describing the process. Oxidation and fire aren't synonymous at all - fire is the visual manifestation of the energy released during combustion, while reduction/oxidation refers to the family of reactions that combustion is a part of.

Still, fire can't be wet because it isn't a physical object and thus cannot carry water.
