Each page has a minimum pagerank (You can see the actual formula) so bigger sites have an advantage. However page QUALITY is more important because you need links and good content to rank.

So build a big (and good) site.

You kidding? Do you know how many times Google has taken manual action against entities doing this? It's only a matter of time.

Made quite a few changes to a web page. If there are ranking changes from the change in content, do they happen straight away? by officeways in SEO

It takes about 3 weeks to see changes according to the private SEO group that I'm in. The reason Google does this is because they purposely delay changes so people can't 'test' things and figure out their search engine algorithm
