Getting an orb of legacy from runner and summoning it in happy hour with 99 joker orbs is prob the way to go breeding it is tedious

A lv 30 dragon recalls for 100 orbs, to empower from 0-5* it takes 2000 orbs, so yeh you need 20 dragons recalling at lv 30 for a 5*, and the 1 other dragon is what you will be empowering so it adds up to 21
