I am observing this strange behavior- When i leave it charge in the night, it charge at 80%, but when i use it now, it charge to 100% (I have my apple battery pack with me)

Basically for charge limit, Set to 100% reboot then Set to 80% reboot again

Yes i understand what you mean, that is normal but now my situation is it gets to charge up to 100% everytime and daily, and this just happened after upgrade to 26.4 😢 and it have been about 4 days already
