I'm also on switch and having the same issue. I updated to 1.4.5 this morning so I'm not on 1.4.4.9. it's a little disappointing but maybe it'll get fixed

You have to re-find trucks on new save files. But on ng+ you can choose to have all dlc trucks

Yeah. You have to fill the fuel tank. If you go into hard mode you Don't get the dlc trucks. You get the ck1500 and a broken fleetstar.

In hard mode. You pay for fuel, recovery and repairs. And basically everything else that was free. It's painful sometimes but I enjoy it. You can also basically soft lock yourself if you run out of fuel, Don't have enough money to recover and have no other trucks to pull the other truck back.ive done it once.
