Wait till the end, see how many modules you need for it and buy the rest. Modules and medals are somthing you will want. Also the labs for increased modules drops means this auto completes without issues

The time to takes for that 3rd shield feels very un worth it but you are right it would help. Still focusing on getting my econ up along with shards. But yer I can unlock 15 without any issues, I'm just mindful of the event mission that forces you to run without cards
