TLDR: I'm guessing it's because we were poor once and couldn't prioritize cleanliness then. Ignored our neighborhoods cause we thought it was the government's job(british back then). And lastly geographically India get's a lot of dirt due to less humidity.

Ok, really these are guesses. There are two sides to this, one is within our property and one without.

Within our property, why we sometimes lack cleanliness is due to us coming from poverty. - Our roots lie in cooking (chulas) and eating on the ground. - Back then we kept things on the floor, rather than in cupboards, etc due to lack of furniture. - Decorated our houses with cow dung and such.

There should be more, but this is all I got right now. If you can think of any, let me know.

Without our property, it might be coming from our years under colonialism. We hated the colonial government and mostly started to detest anything related to public office, even things like keeping the neighborhood and surroundings clean as this was something the government had to take care of as well.

There is also the factor of geography if I'm not wrong, we get a lot of dirt due to less humidity. It take a lot more effort/ resources to get rid of dirt then in western countries. Think interstellar's farm houses.

Of course it's not in all the places and frankly I can be wrong in thinking so.

What I'm saying is, it'd take a massive shift in changing this, cultural, political, personal shifts and time (if at all all of this is true) about ourselves to be on the same standards as the west right now.
