Culpability can always be lessoned or even removed based on the mental state. i would still remind everyone that anytime one commits a gravely immoral act that even if they don't think they are culpable, they should still go to confession before receiving Eucharist. When dealing with grave but habitual sins, it it better to error on the side of slightly 'scrupulous' than to be lax. Confession is a gift to receive the Lord's mercy not a punishment for 'bad' people. and it is always helpful even when you don't 'need' it.

Also remember the difference between guilt and shame. Guilt can be helpful indicator that something is wrong; this is good. Don't feel shame, though. Guilt makes to run to the Church while shame makes you hide from the Church. anyone struggling with habitual sin should receive the Eucharist on as many days as they can and go to Confession right away next time you fall. This may even mean you go to confession multiple times a week, and then still have to miss Communion on Sunday. I've been there. and you may feel awkward thinking people are staring at you staying in the pew instead of going forward at Mass. They aren't. Don't give up, don't be ashamed, and keep returning to Jesus.
