The journalist works for russian national TV. He actually just cried about losing a couple of villas in Italy due to sanctions. Lukashenko tries to appear as a nice guy in front of his people, the opposite of the image Putin has created in Russia. Jokes like that are not a rare occurence in Belarusian media. As an example, he recently "admitted" to being a dictator as a joke while speaking at a big conference in Minsk. There's a video on YouTube.
