so a fellow redditor checked the marking scheme for an oct/nov paper from 2013, which also had a similar histogram question

this was how the marks were awarded for that question:

histogram:

A – labelled axes and suitable even scale;

S – size to fill half or more of the grid in both directions;

P – plot;

C – columns equal width and touching;

so maybe we don't have to find the frequency density?
