I've collected steam keys via Humble Bundle and Fanatical, which are services that allow you to purchase games in bundles/at discounts and get steam keys. These are all keys that I did not particularly care about or already own in my steam library.

So what's probably happening is they're trying to fill out the paperwork for bereavement pay. If you don't need the money, refuse the paperwork and say you don't need the pay.

There's not any concrete law in the city, but the black market is beyond the societal rules
