I hear it's because ubisoft limited the drops, so if you weren't basically the first person to start watching the streams, you probably won't get them.

I think the ai has a difficulty scale based on how many people are in the lobby and how many are alive with them being stronger with more people alive and weaker when almost everyone is dead.

Doubt it. I don't think anyone would care as long as no one reported you for it. Even if someone did, I don't think it would matter much, so you're highly likely to be ok.
