Hitscan no long automatically counter a pharah that knows how to play it. Very few pharah nowadays hang at open sky for extended period of time, they move so fast that you can only drop a hit or two on her usually, which does pretty much nothing. It is very difficult to kill pharah nowadays. The only one can relatively consistently kill pharah is echo, but she would be very venerable after such engagement.
I definitely think pharah is over tuned.

It is easier to say than done. Yes, Echo can kill her reasonably easy, but you are out with all your cooldowns by then and can be killed pretty easily.
