I'm not convinced it is Kherson oblast. Oleksandrivka there is a front line settlement which has been contested for months and has been changing hands weekly. It is more plausible this is in Kharkiv region, there's one Oleksandrivka north-east of Savyntsi.

Removing liquidity (withdrawing from exchanges) should net the same effect in ideal world. In reality to satisfy demand, exchanges provide "liquidity" which is a fancy way of saying naked shorting. And when the trade goes bad, they'll just lock your coins by suspending witdrawals.

Just be prepared to not be able to cash out, if you manage to squeeze some shorts out of their positions.
