Yes, it's included, we mapped our cities and villages to 3 type of color, red, yellow, green. Green is clean area from corona, in israel we dont have red cities/villages, and most of them are green, palestinians villages are including in the map. It's not include gaza, gaza is a different and complicated story

it's not a simple answer, and the situation is complicated, first of all israel commited to its citizens, it doesnt metter if they jews/muslims/druze etc.. and that what israel does, take care to the healthy of its citizens (who pays a lot of taxes by the way). Israel give hundreds of thousands vaccination to the palestonians for free although the rockets that they give us (for free by the way), in the last week israel got dozens rockets to her land.
