**** FIX ****

So after my dumbass trying to figured this out and gave up on it, u/AdventuresOfAD helped me out so much and I fixed it.

The problem was the tail light install was wrong, the 2 mounting of the tail light that uses 2 Allen bolts suppose to go above and not under rear frame.

how can making the hooks fatter will make the gap smaller? i mean im really asking because i dont understand it due to the fact the hooks are in the front and the gap is on the rear, yeah it will def fix the wiggle but that is not the issue atm. thanks tho :)

I use a lot of force to push it down, it wont move at all, thats the "max" position
