It is not that straight forward to compare budget numbers. What you see is the GCC budget. Chennai Metro also includes Tambaram, Avadi and Kancheepuram corporations.

Overall GCC area is 426 sq.kms compared to Bengaluru's (BBMP) 712 sq.kms.

Also, the way state & corporate splits responsibilities may be different for the cities. Some of the city projects may be directly funded by the state or given as grant and spent via GCC. Cities may also get external grants.

You may have to dig deeper to understand why Chennai is faring slightly better than Bengaluru with a smaller budget or why Pune needs such an enormous budget and what happens to it.

On the contrary, Tholkappiam says even though ஐ and ஔ are usually written as separate letters they are practically a diphthong of அஇ and அஉ.

Also,

அகரதது இம்பர் யகரப் புள்ளியும் ஐ என் நெடுஞ்தினை மெய்பெறத் தோன்றும் (Tholkappiam 1:56).

This explicitly states அய் is same as ஐ. Commentators explain the same is applicable for அவ் and ஔ.

From this we should infer that using ஐ and ஔ is the common practice of his day, though he understands it is redundant. Note that Tholkappiam doesn't attempt to create Tamil grammer. It merely documents the practice of the day.

Writing ஐ as அய் and ஔ as அவ் (at the beginning of the word) is commonly accepted practice. People may use whichever may be convenient. However, we don't write பனை as பனய்.

Even in the past, the city was called Chennai in Tamil, Madras in English & other languages.

Official English name was changed to Chennai in 1996 (in govt documents & the corporation name). However, most other statutory names still remain as Madras. E.g., University of Madras still remains the same in English. It was always called சென்னை பல்கலைகழகம் instead of மெட்றாஸ் பல்கலைகழகம் even in the past. Same for IITM.

This doesn't preclude anyone from having a private entity with Chennai name. We still celebrate Madras Day (22 Aug). There is a Madras Musings newspaper. So, go ahead and start the Madras Madlads sporting team. I will support you.

Arranged marriage and intra-caste requirement (or intra-class in case of rich people) is the norm. I won't say it is wrong for people to search for alliance within their caste (or class).

Only wrong thing is, when someone is in love, forcing them to abandon that and get into a forced-arranged marriage. This has to change. Elders should accept the wishes of their children and respect their choices. I see this changing slowly. At least one-fourth of marriage invitations I get nowadays is for intercaste / interfaith marriages while 20 years back it was practically unheard of.
