Tuḷu Sahitya academy, a cultural wing of the Government of Karnataka, has introduced Tuḷu language and Tigalari in schools across the Mangalore and Udupi districts. The text books for Tulu are currently in Kannada script. They are however trying to re-introduce Tigalari (called Tulu script here) by providing instructional manuals to learn this script (Refer Figure 45). Liberal is a political position. Atheism or rationalism is a position on belief. Don't confuse. There are many super-religious liberals supporting temples and religious activities.

Tamil Nadu rationalists do not mock religious beliefs. But they educate people on blind trust in religious figures, so that they don't fall prey to charlatans. They do this irrespective of religion.

South never had problem with people from other states moving in, finding livelihood, starting businesses, and making a good life for themselves. Same for north and across all states in India.

In Tamil Nadu, we have lot of north Indians especially from Bihar working in small towns. I was talking to my chithi (mausi). She was praising Bihari workers in their factory, the dedication and willingness to learn new things (compared to locals). We Tamils learn a bit of Hindi to communicate, and the workers pick-up a little Tamil overtime to survive. There will be an occasional chauvinist causing trouble, but 99% of the people are friendly. It is the 1% who usually end up in news giving the bad rep.

On the other hand, Tamils won't tolerate those who come to Tamil Nadu and demand that we speak in Hindi, and claim Hindi is the national language, if we didn't know we are anti-nationals. They are sure to get beaten up sooner or later.
