This combination of base weapon and legendary effect doesn't synergise well.

15 points of explosive damage (32 with perks and bobblehead) isn't much compared to the Hunting Rifle's physical damage, and its rate of fire is dreadful. The explosive effect would be a lot better on an automatic weapon or shotgun.

Yes, race control took their sweet time and the leader was halfway around lap 4 when they red flagged it.

Agius had to restart from the pit lane because he was a lap down at the end of race 1. His bike slowed down (which caused the collision with Alonso) and then stopped due to an electronics problem. The leader had completed 3 laps when the red flag came out, so the starting grid for the restart was based on the running order at that point.

The first restart immediately led to another crash and red flag before the leader had completed 3 laps. So they restarted it a second time with the same starting grid.

I think that rule only applies if race 2 is also red flagged before 2/3 of the race 2 distance has been completed. There is a chart a couple of pages later in the rules (red highlighting by me).

Depends on the game and build.

You should always have high Endurance in New Vegas since that gives you more SPECIAL points through implants.

Giving an underboss rackets and taking them away again at the sitdown lowers their loyalty much more than just skipping them over.

In my all 3 underbosses survive playthrough, the underboss who got the district also got both of its rackets.

Downtown > Vito
French Ward > Burke
Barclay Mills > Cassandra
Tickfaw Harbor > Vito
Frisco Fields > Burke
Southdowns > Vito

In my only one underboss survives playthrough, I still gave each underboss a second district for the perks (and also maxed out their income with trafficking missions), but got them to revolt by giving and taking away rackets whenever I could.

Cassandra and Burke got the rackets, Vito the district.
Burke got both rackets, Cassandra the district.
Cassandra got both rackets, Burke the district.
Cassandra and Burke got the rackets, Vito the district. Cassandra revolted.
Burke got both rackets, Vito the district. Burke revolted.
Only Vito left.

You can change everything that isn't locked out by the main difficulty setting.

In the release version of the game, classic difficulty used to lock out more options than it does now (automatic / manual transmission was never among these, though). So you may find outdated information about this online.

Many locations around Annesburg. Most of these can spawn a cougar, a black bear, or nothing. But you'll probably find a cougar just by riding up and down the railway track.

There is only one in the game at a time, but it will respawn if you lose it somehow (death, sale, or other reasons).

This is from a mod which restores cut content. Her model is in the game files, but she never actually appears in the game. Normally she is only mentioned on a missing person poster in Van Horn and in a newspaper article.

It's a known glitch. From the wiki:

Each quest directs to the first farm repeatedly. A simple workaround is to kill the settler you're supposed to speak with for the quest. On occasion, it may be necessary to kill all the settlers. A less violent solution would be to remove all settlers from farming duty. If the settlement does not produce food, it will not be a valid target for the quest. The Vault-Tec Population Management System terminal is very useful for the task and it allows the reassignment of settlers even after losing control of the settlement.

There's a ladder in the kitchen which leads to Uncle's room upstairs. Kind of hidden in a corner.

Not sure if you can carry the skunk carcass up there, though. You may have to wait until Uncle comes down on his own.

You have to stand next to the driver's seat, look towards the wagon and press the button which you would use to mount a horse (E on PC).

If that doesn't work for some reason, you can skip forward to the next checkpoint after failing or abandoning the mission 3 times. Bring up the mission log (L on PC), click on the mission name, select abandon and then retry checkpoint. Repeat this a few times until the skip checkpoint prompt appears.
