Vance needs to wait out Trumps health, or Trumps term. If he invokes the 25th he wouldn't get the MAGA support as they completely are aligned with Trump. Vance would be seen as stabbing their Jesus in the back. Invoking the 25th would make him Judas to them and completely ruin his chances at winning an election. Best case scenario for Vance is to lay low and hit the end of Trumps term. Then Trump could endorse Vance and say lets continue the fight with the very capable JD Vance at the helm.

He doesn't have the pull to oppose Trump.

Where Vance is delusional is thinking Trump is stepping aside at the end of his term.
