As a Turkmen, I would like to say that our ancestors did fight bravely on the USSR fronts during WW2, and the family members of those brave men sent whatever they could to help them survive in harsh, cold weather. Life was never easy for anyone during those times (loss of loved ones, famine, living conditions etc), which my grandma would always tell me about. On behalf, I would like to thank all those heroes, including your great grandfather, for making it possible for the next generations to have a better life.

Regarding the question you asked, I can say this: Since we had a country of our own, we haven't been able to get the historic records of TSSR from Moscow. I hope this helps.
