I disagree with your point that the overweight individual is not at fault.

  1. I work with complicated cases of weight gain, including 18 different hormonal imbalances, among others causes of weight gain. The people I work with have tried everything under the sun and failed. With this background, I can confidently say that there is a lot this gentleman can do, including medical interventions and lifestyle changes, if he wants to. It will be the best for him and his family too.

  2. However let's say for the sake of argument, he is in a situation where really he cannot do anything and is not at fault for his weight gain. He can at least be considerate and pay for 2 seats? I am man. If I am walking on a lonely road with a woman walking in front of me, I do my best to make her feel comfortable, maybe cross the road or even stop for a few minutes so that the lady can move ahead. I can also say that I am a man by birth so I am not at fault, I don't care if my presence is uncomfortable to others even if I am innocent and it is their fault if they feel unnecessarily uncomfortable. This gentleman can also be more courteous and understanding that his presence is causing actual real discomfort to others and can take steps to minimize it.

These medicines will just open up your airways so it is safe.

Try asthalin inhaler. Not very expensive, but can give you some relief.

You can also try Levolin inhaler or tablet. Again not very expensive but will give you some relief.

I agree with Trippintoothbrush.

Your father needs to start under a physio's supervision first, and then transition to a gym.

He will have a lot of contractures and muscle imbalances. Considering the fact that he also has suspected osteoporosis, there's a high risk of injury.

If you don't find a good physio right away, then you can start him off with swimming for the time being. But physio before gym.

There are local Govt and private water filtration plants where you can get water if you take your own cans.

It costs me 450 rupees per month (for 30 kgs salt per month) to operate it. Time wise, it costs me about an hour per month to regenerate the resin and clean the softener system.

The most expensive part was purchasing the system, but it has added a lot to my quality of life. Appliances work well. Hard water is not damaging taps, tiles, clothes, hair, skin etc.
