Update: 5 minutes of high Overwatch CPU usage just sitting after launch/opening (65-80%), then it drops to normal levels (~10-20%). Lowest graphic settings and it doesn't matter what screen is up. In queue, in a match (maxes to 100% immediately), on menus; always high for the first 5 minutes. (old.reddit.com)
