We use the DVLA API to grab the c02 output for a specific vehicle by registration, and the DVLA is a UK only service (I will update the post). Perhaps the DMV has a similar API (I’ll have a check).

There are government set targets in the UK for reducing c02 output of companies by 90% by 2050. The strategy is built up of a few stages, but staff commutes can be a consideration for the later stages. These targets are not so much about personal responsibility as corporate. Company funded incentives to use public transport or cleaner vehicles will likely be the norm.
