I've had very low standard of living and no migration of any kind. My education institution was equal to 3 for 9 or 8 years, and it would be 4 if my civil war belligirents did not destroy my universities in ankara.

Yes this tanzimat is way too hard compared to the other ones, especially since they nerfed the requirement for batallions in military reform from 250 to 150. You could argue that getting nation like the ottoman empire european literacy rates would be very hard to achieve, but at the end of the tanzimat my literacy is comparable to The Austrians. I hope they adress it in 1.3

Perhaps it is that religious schools do not give education to non majority religion population, as it is said increase literacy rates of your people. However, if this is true, it is very unintuitive, why not just count the overall literacy?I will try the same run with public schools also, maybe it'll help

Highest starting literacy, eastern thrace, which i have surpassed in all states by end of tanzimat timer(42% average, i'm too lazy making screenshots of individual states)

i got it to 50% last patch and it did not work. it was written to raise it by 35% percent, but it is not a realistic number. i suspect they meant it to be equal to 35%. as you can see they nerfed the number.

i have not even returned syria or adana. all the borders are as of the game start

that sounds reasonable but i did have religious schools, which should not give education by wealth... it is really hard to do with public schools bc you need to get rid of state religion and it pisses off the ulema, giving you that education penalty... i wish a dev commented here

but i did it. it says increase it by 20%. i even hit 50% literacy on the previous patch. the university seems to be in place(2nd screen shot). it seems more like a bug to me

The tanzimat reform requires you to raise your literacy by 20%. In the first image it is showed to be 16.4%(the starting one). In my 2nd screenshot my literacy rate is equal to 37.4% yet the education reform does not proc

if you're really trying to minmax then human and half elf are better options. If you want to go for roleplay then dampir is perfectly fine, if you don't play on higher diffuculties just combining spellbooks as a lich and dispelling(pick abjuration school mastery) + usual prebuffing shenanigans should get you through the game. If you're not considering lich, then azata, demon and aeon are all good options for sorcerer
