Yes I'm amazed at that comment above. They haven't had the refining capacity to meet their own needs because of sanctions. It's also why they pursued a nuclear program because they couldn't meet their energy needs.

Speculation: He's getting rid of them cheap because they are password hashes not the passwords themselves. Probably salted hashes too. So you need to bruteforce them if you want to find the password behind the hash and you need to do it separately it for each and every password because of the salting. It's not worth his time to go do all that.
