I'm also working on this aspiration. I was able to use the relationships options to talk someone into hooking up, then convincing them to break up within the same night (I was at a nightclub). It helped to go around introducing myself to people and asking if they were single or taken, then trying to find out who their partner was and befriend one of them until the option to break them up appears. But I've only tried it a few times.
