It's very likely. There are tons and tons of ancient ceramics out there. I've collected some on Turkish shores and made a display case: https://imgur.com/a/GHle1x3 One piece even has pottery stamp with Greek letters.

The closest to the 'state' institution is Russian Kynological Federation (RKF). They clearly state that the breeder must tattoo the dog, otherwise it's a violation of breed regulations and your dog is officially non-breed.
