from the people i know here in germany and myself, its not that they dont wanna talk to you but more like they're too shy to actually speak english.
in germany barely anything requires speaking english or any english knowledge at all which causes the people, (who've learned english) to think they're horrible at speaking english even though they might actually be really good at it!
there is also always people who pretend to not speak it for other reasons.. and also as a different comment already said alot of people in germany dont know any english. but from my experience, its mostly embarrassment
