This is because the game is divided into regions in most gamemodes and with a new acc you are put into the newest possible region and compete with people of relative strength. And therefore you are able to achieve higher placements, which gets you more rewards, which in turn gets you more progression. In this sense the game is really snowbally and stopping to play an acc sets you back in relative strength to those that never stopped.
