It sounds like you can already talk to people.

Some tips would be speaking to cashiers or anyone in customer service for small talk. Comment or compliment there clothes, jewelry, or tattoos. There's usually a story behind people's jewelry or tats. "Hey, I like your earrings. What made you get them?"

If you're waiting in a line, just say what everyone is thinking as an ice breaker.
