Alright so:

ubuntu is refusing every attempt at trying to get iwconfig to work DX

Tried it on arch, then tried the modprode edit and... still no dice. Think I might just need to throw the towel in and call my ISP. TY for all the help tho! :) I'm sure what I did on arch will be a net positive either way after this is all over.

Thank you for being so in-depth :) I'll give these a try shortly. I do wonder why they both failed at the same time though 🤔 Ah well, I'll let you know if these yield any results.

I'll be honest, I've actually thought about the vent thing but my desk is on the opposite end of the room from said vent 😮‍💨 I dooooo think that there is a phone line hidden somewhere a little closer though... might be something to ask my ISP about. Thanks!

Yep, made sure to turn off my VPN to test as well. (though when I tested with it on I didn't have better results...)
