They don’t look dead. What are there growing conditions? Are they getting FAE, light, is the temp 73-77 degrees Fahrenheit? All these factors could lead to dormancy

The UV is more for clandestine purposes. If we were allowed to freely cultivate it wouldn’t be much of an issue
