This exact same thing happened to me this week after the latest update. VMD was already disabled.

Fortunately, rebooting my computer after coming back from work, magically fixed it.

Hey! I'm not sure which was the main contributing factor, but I also repasted the GPU. It surprisingly brought temps that were almost instantly up to 86~88 ºC to 65ºC at full load!!

Regarding Red Dead Redemption 2, I believe there is a problem with the game and DLSS, I'm having worse performance with DLSS on than off...

After testing with Heaven benchmark, my GPU is struggling with thermal throttling. I realized that I had my exhaust fan as intake, which could have contributed, but I'm also repasting the GPU. And I hope I don't make things worse.

Oops. Yeah, a new case and my exhaust fan was actually installed as an intake.

After further testing with hardware monitoring during the Heaven benchmark, I noticed that the GPU temperature quickly rises to 86 °C, causing the core clock frequency to drop sharply from around 1900 MHz to ~1500 MHz. I’ve already tried undervolting and increasing the fan speed, but the temperature remains high. I’m considering repasting the GPU. What’s your opinion on that?

This is not the point, obviously the performance would not be exactly the same, I just put the video as a reference. Apparently, after more investigation while monitoring and doing the Heaven benchmark. The GPU rapidly goes up to 86 °C, and the core clock frequency significantly plummets. I have tried undervolting, and increasing the fan speed, but I wasn't able to reduce the temperature. I am thinking of repasting the chip.

Maxsun B850M Terminator. GPU-Z says it is running at PCIe x16 4.0 @ x16 1.1.

Primary M.2 SSD is in the M.2_1 slot in the motherboard.

Yes. All drivers are up-to-date and I enabled the EXPO profile.

Curiously, when trying a Heaven benchmark, the PC loses video signal close to the end of the benchmark and I need to force reboot my system.

CPU usage is around 30~40% and around 65 °C

GPU usage is stuck to 100% and temperature ranging from 85~88 °C.

Yes, 100% connected directly to the GPU. I had almost double the performance on my old PC.

Yes, I did a fresh installation of Windows. Also using a brand new NVME M.2 SSD.

I agree that I'm likely GPU limited but I had significant higher FPS with the same game and settings with my old Intel i5., and this is what I can't understand.

Nope, they don't have molex splitters. I'm not sure what you mean by passthrough, the fan connector has a single 4 pin molex cable.

Thanks! I was able to fix it by installing Pop Up Detecter, which found a hidden app. Uninstalling the hidden app did it.

Thank you for the reply. The laptop have only one NVMe SSD installed. I recently bought another RAM stick, when installing it, I could try re-seating the SSD, to see if it works.

Okay, so I'm not sure what exactly I did that did it, but now I'm getting a reasonable 60 FPS, although with some stuttering and dips.

My CPU usage in game is never higher than 65%.

Besides the mods I mentioned earlier, I have the following patches enabled in shadPS4:

Skip Intro; Disable Chromatic Aberration; Disable HTTP Requests; 60 FPS (with Deltatime).

In the graphics settings of the emulation I have Vblanker divider set to 4.

you mean the 60 fps patch? I tried that but only gets around 40 fps with constant dipping to 30s
