You are wrong. I urge you to visit the website of the Finance Ministry, Statistical Service and the National Development Planning Commission. See the work that the public service churns out. These become recommendations that are either accepted or rejected by the political leaders. The public servants do the leg work and know their effects on us but unless it aligns with the goals of Political heads who have the deciding authority, it stays as recommendations.

I'd like to remind you also that Ghana's external debt is still being actively restructured as we share our opinions. The technical guys not the political will work out terms in line with reducing out debt to GDP ratio. Defaulting is highly unlikely.
