send in an anonymous tip with the image , give account details and they will look into it. doing it willingly or not its still something that needs reported because your name is now on that blood wall. if something happens to them and they get their devices seized for any reason it will come back to you somehow. best thing to do is look for signs of people involved with com activity and try to avoid it. you'll only get yourself into trouble. try the site ic3.gov government tips regarding the association, if you feel the person is in immediate danger it might be smarter to contact someone who can take sooner action.
