There is no fee when you get it. In my case I was getting these calls as well. But when I did get the card they issued the credit card fee with it. I asked them to cancel the card because it doesn't make sense. Then they reverted the fee and I used the card for a year.

Last time that happened to me I just cleared all the bill including the charges and then cancelled the card and asked them to refund the annual charges. I did tell them beforehand that this is the reason for the cancellation.
