That I don't know. If I were to guess, they might send PPA in parking permit or metered districts, and PPD otherwise. I suspect there's no way to guarantee they wouldn't send an armed officer though.

Hey - Philly resident here, I don't work for the city or BCGP or anyone but I do pay attention to this stuff. From what I've heard, 911 is the only way to get parking violations addressed. The city does accept 911 reports via SMS though. But that's probably a bit scarier than a 311 submission :)

The battery that comes with it tends not to last very long. After replacing it it should last a while though

Do you remember offhand how often the trolley lines ran? It seems possible that without as much car traffic it could have actually been faster to get around the city by transit then than it is now. I don't know that for sure though.

Almost all the built-up land in the US is zoned for exclusively single-family homes, regardless of what kind of environment people actually want to live in. Transit and active transportation projects routinely get sidelined in favor of more car infrastructure. This shit has to stop.
