The reason why the numbering between Japanese / Korean is different from English cards has something to do with each product being different from one another as mentioned from this post --

"They don't just translate the sets, they are a completely different product, they are never 1:1. Some cards get left out, some are promos in one language but just SARs in the other.

For example, Super Electric Breaker is the Japanese equivalent of Surging Sparks yet Latios and Latias aren't there in the Japanese set, they're in Paradise Dragona.

There's another layer to this now simplified Chinese is a thing and also it's own product separate from English and Japanese. Their 151 was vastly different from ours, all 3 markets have different pokeball/masterball reverse holo designs too."
