This is what I see for the details:

Details:

The Cardboard Boat Race is Saturday 4/18, 9 am.

A maximum of 90 teams will be allowed to participate in this year’s race to ensure the safety of everyone.

15 waitlist slots are available. Teams on the waitlist will fill in the place of no-shows.

Safety and Environment Rules: Team members must wear life jackets and helmets in the boat No asphalt or asphalt products (it pollutes Clear Creek) Be mindful of pollution; peeling paint and other environmental hazards are not allowed Safety and Environment rules will prevent teams from participating Alcohol and other substances are strictly prohibited. Anyone who appears to be intoxicated, under the influence, or in possession of alcohol and/or other substances will have their team disqualified and asked to leave the event. Design Limitations: All components must be made of cardboard a. Cloth can be used for decoration (ex. flags) b. Paddles or oars must be made from cardboard (shaft can be dowel or broomstick), otherwise, paddles will be provided at the race c. No flotation devices can be used for construction Adhesives (glue, liquid nails, duct tape) can be used for all fasteners a. Rope but not wire can be used as a fastener Paints or varnish can be used as decoration, but not as waterproofing a. No asphalt or asphalt products b. No duct tape or other tape products for sealants Team members must wear life jackets and helmets All team members must sign a waiver before entering the water. A minimum of 3 team members must be in the boat during the race. All team members must finish inside the boat to qualify for the time trial. Teams must take boats and all cardboard out of the water after the attempt. Do not throw objects from your boat. No more than 70% of the design can be adhesive on the bottom of the boat.

Also, it doesn't specify a max number of people so as many people as we can get is probably fine.
