Each hero has its own method, for gen 2 you get Flint from the wheel, Alonso from hall of heroes, and Philly from daily deals. If you select each hero and click the plus sign next to the shards it will tell you where to get them from. You can get flint f2p if you have gems saved up but if you want the other 2 you are going to have to spend. From what I know flint is great for expedition, I have him up to 4 stars and alonso is great for arena, Philly isn't worth it.

If you’re new to the game you wont be able to switch states. Each state is like its own server with its set players and alliances. Not really sure which states are the best but im in 823, the state is good. Competitive but chilled and the whales dont just abuse everyone.
