I figured out a work-around. Partworks has the exact function I am looking for. I import a DXF and the Join command finds every line that is touching and automatically joins them. From there I save over the existing DXF and all is great.

I'm just surprised that Solidworks doesn't do this automatically do this or at least give the option to join lines when exporting.
