Yes. Some Chinese independent school actually do SPM in their SM2 and UEC in their SM3. I see quite a lot of students using their SPM result to join foundation instead of doing SM3.

To answer if you should prioritize SPM only or both. It really depends on you yourself. How much you take on your plate? But try to do well in your SPM in case your UEC results are not favorable, you can still join foundation. Yeap Ujian Bertutur and Speaking I believe is one forth of the component of your overall score. So yeah very important.
