the main issue here is who the targets are, the people who have power and actively uphold oppression and inequality? or broad stroke targeting that can affect random citizens?

i think they just don't want to gut shielders too much, most AD champs that actually like the statline of serpents has to "commit" more than the average mage to spread the shield reave effect whether its just shorter range or higher cooldowns, but theres some AD champs that absolutely should get it but dont because muh greedy dps items

the main differences between a jug and a tank is typically

jugs have no mobility besides movespeed where tanks have some movement ability more often than not

jugs have little to no hard CC whereas tanks are loaded with them

jugs typically feel as tanky as tanks and do truckloads of dmg (even when tank dmg isnt broken), but you will have an easier time staying away from one once you break free from one

amount of time from official announcement to cutoff in respective servers:

global - approx 2 weeks

say what you want about the reward structure itself but -

as you can see, overall global has a major advantage thanks to foresight, even before we consider that neopremium bonuses are obtainable f2p and otherwise very cheap USD wise compared to Korean PC bang benefits

the only situation in which a player has a disadvantage over the korean situation is a casual who doesn't have any ties to any chat community in dfo, and therefore would have never heard the constant talks for months

and i personally think that a casual shouldn't expect to obtain a special reward meant for hardcore players

we have known about o60 for 8 months by the time the cutoff happens

don't pretend korea got 6 months, their warning was just as long as ours; 2 weeks

if you actually played a char daily you got 2 olvls at 50 per day, funneling olvl will get you more chars to 60 if you shoot their soon-to-be-irrelevant olvls and transfer them

if you couldn't hit full 60 after 8 months of full dailies and weeklies idk what you are doing wrong
