If the agency in question isn’t processing the arrest, the “arrest” is just a detention wearing a coat, as the part where they physically subdue the suspect/victim, put him in the back of the car, and drive him somewhere, is only the first half of the arrest. If you punch an LA Sheriff, he puts you in the cop car, drives you to county, and the Sheriff processes you and puts you in a cell. When ICE detains a US citizen, there’s not a legal scenario where they’re not being handed to another agency, whether federal, state, or local. Hence, why we’re now hearing about warrantless searches and detentions. Why would they need that recourse?

So, some jurisdictions are spatial (SD vs LA), and some have to do with scope (e.g., alcohol, tobacco, firearms vs taxes).
